What is the copyright issue with each game?
FIFA has long been proud of the legality of using copyrights relating to clubs. Last year, EA Sports was licensed to own 700 teams, and 37 leagues (including the UEFA Champions League) in FIFA 20. Meanwhile, Konami was only legally entitled to 19/24 of the national league at PES 2020.
